HUMAN RESOURCE DEVELOPMENT

Once the Tariff Commission came into existence, it laid emphasis on the development of human resources and focused attention on training. To enable employees to respond effectively to the revised terms of references and the new organisational objectives, it was considered necessary to establish a firm training base and make arrangements for wider participation of the officers of tariff commission in seminars, workshops etc.

       In order to orient the officers in new areas, in view of the revised Terms of reference of the Tariff Commission, the officers were nominated for attending various training programmes in leading institutes of the country. 

1. Seminars and workshops

       The Commission officers also attended the different workshops, seminars and conferences arranged by the Confederation of Indian Industry (CII), Associated Chambers of commerce and Industry in India (ASSOCHAM), New Delhi, etc. Through these conferences, workshops and seminars, officers could gain insights on a wide range of topics like: WTO and its implication on Indian economy, economy in the new millennium, e-commerce, etc. 

2.  In-house discussion

       In-house discussions were organised on various topics to facilitate sharing of knowledge and expertise. The officers have given presentations on WTO Agreements, their stages of implementation and their implications for India.

3.  Specialised training programmes

(i)       Training Programme at IIFT:  A Training programme on WTO, trade and tariffs was held on 3-7th September, 2001 (5 days), which was attended by all the officers at the IIFT premises. A few topics on impact analysis could not be covered properly, and hence the IIFT arranged lectures on 4th Feb. 2002, for covering the remaining topics. All the officers of the Commission participated in the programme.

(ii)      Training at Research & Information System for Non-aligned Countries (RIS):  A training programme on tariff fixation, rationalisation etc. has been arranged in collaboration with the Research and Information System for Non-aligned Countries (RIS). The programme commenced from 19th Feb. and an one-hour lecture (4-5 p.m.) took place on the scheduled days for 2 to 3 weeks.

(iii)     Training at the Indian Institute of Public Administration (IIPA):  A training programme   on tariffs, impact analysis etc. was organised at IIPA from 18.03.02 to 22.3.02. All the officers of the Commission attended this programme.

       Training is an on-going process and endeavours are being made to arrange better programmes for skill up-gradation of the employees.
